Hmm, if they aren't even changing when you clear the cache manually that's a bit strange. Try this, delete those files from your cache completely and rebuild the cache. If it doesn't change in your side template then open up the files in the cache directory directly and take a look at them.
It almost sounds like the template you have them in is caching just one copy and not updating for some reason.
