I confirm this. In fact, it's displayed in different spots for IE6, IE7, and FF2

FF2 - Displays properly in the space between "Author" and "Edit Watched Forums"
IE6 - Displays acceptably underneath "Edit Watched Forums | Filter"
IE7 - Displays off screen, to the right of "Filter"
