And in reguards to the permission checker on files, it'll fail under these circumstances:
1. The directory isn't chmodded 777.
2. Sub-Directories aren't chmodded 777.
3. Files in the directory aren't chmodded 666.
Not all files (or directories) need to be chmodded from their default (generally 755 for directories, 644 for files), only those mentioned in the permission checker in the cp.
