The chmods are there for reasons:
Language Files - So that you can use the text editor in the CP.
Image Files - Not entirely sure, i think it's related to the upgrade script so it can remove files?
Template Files - So that you can use the template editor in the CP.

I doubt any of these chmods would be the result of preview reply hanging; in fact, i'm willing to bet any users experiancing this issue are IE users, in which case it's likely due to IE's shabby implementation of ajax
