Well, are you talking the "new" item to the top left that is yellow on black? in that case, it's an image:
images/general/default/new.gif

What i'm thinking you're meaning is the cell highlight on the forum list which shows new posts in a thread in a differant color; if this is it, then it's the "Forum Summary Properties" properties (see new-) in the style editor. This item is only in 7.2 and newer releases.
