You can transfer it. The steps would be:
1) Move the entire ubbthreads directory
2) Move the database
3) Edit the config file directly to point to the new database, and also change any paths/urls in the config file that need changing.
4) Login to the control panel and clear the cache to rebuild any islands.
5) Go to the Permissions page and make sure that all of the permissions are set correctly.
