A combo of a separate announcement forum like we have for the portal page
Got that happening now and they bypass the Portal page by "Bookmarking" another page.
the force user behavior on next visit would work for this.
That means they would have to hit "Accept" after seeing the rules. I think that then sends them back to the page they tried to enter at, not necessarily the "Portal Page".
What I'm talking about is an announcement function that that would have an "Acknowledged" button on that they would have to hit before they get in.
