Yes, user numbers will be renumbered, and any gaps will be removed. Since user #1 is the placeholder user, he'll get reassigned to user #2 which is the primary userid in UBB.threads (as you can see, that's my userid).
Unfortunately there isn't any way around that, as user id #1 is used to hold old guest posts or posts by deleted users.
