1) Not 100% sure what you mean here.
An end user can control the style /colour etc via the 'full' reply screen.
However, if you are looking to change the 'default' appearence, then go to
Admin CP > Display Options > Styles There, you will be able to alter the CSS.
2) I'm not sure that this is possible. I may be corrected though.
