OK I will try to help someone myself here!
If you look at each member in the queue, you will see that it actually says whether the email has been verified or not (I believe it is a Yes or No against the "Email verified?" part.
What I do is wait until they have verified their email (so it saying Yes in that queue) before approving a new member.
