All our mods are global mods
We have several staff fora, and we give access to them by making them global mod
2 staff fora are for a select view. My method was, no global mod access, and give mod access. And add those users as mod for that forum. Voila, permission smile

Don't know to qualify it as a bug, but imho if a global mod can't get access through his global mod status, it should check if he has permission through his mod status.
