I think in the current versions just deleting all the text in the Control Panel » Registration Settings>> board rules.
Will cause the new member to skip the board rules.
However in this new version 7.5, We now have a link at the footer to display the board rules. Which will render this link useless.
Have not tested DlWebmaestro's method but it may be the best course if you still wish to use board rules for the new link provided.
