The only option to allow them to do this is if they have the Control Panel -> Can Edit Users permission.
I was just testing this Rick on V7.5.3
Neither one of the Moderator groups can edit that one field.
They can edit just about anything else in the profile but if you edit the custom title and select submit the field becomes blank. Even if something was there already. And I don't get a error message.
