I just registered at your site and I see the same problem
First goto:
» Control Panel » Permission Checks
See if your file permissions are correct for all the Gallery folders. Should be a (OK) on all.
Then go back to forum permissions and resubmit even if they look correct and set Administrator and User to 1.
Oops not 1 but for 1MB it would be like 1024000
