The gallery is designed to have a picture or pictures uploaded only. Replies are treated as a normal topic reply.
So that users can only reply to the posting.
Unless you enable file attachments.
What you could do is edit the cp>>forum permissions.
Add the settings for the users to allow uploading a attachment. But it will be treated like a normal forum where attachments are allowed for the reply.
