Okay the first thing is this is a generic message that does not tell you anything about the actual problem.
So you have two options to find the error.
One is to enable error logs in the control panel.
Control Panel ยป Primary Settings-Logging

Then login to the control panel and view the error logs

Or enable the display to all users in mysql.inc.php

Here is one post that references how to do it.
If you opt to edit the file it is strongly suggested to go back and turn it off since it displays info to anyone that logs onto the site not just the admin.
