Okay it looks like your php.ini is set to 1 gb or 1000MB.
That would be the max you can set each group to allow a user to post
Which is huge.
For each group you need to type in a byte value
For example 1MB = 1048576 bytes
If you want to limit a user to say 1mb then you need to type 1048576 in the group field for each you want to allow . No decimal and no B,KB,MB etc.
