It looks like Chief has made some progress on permission issues but there are still problems.
When attempting to post a remote avatar you get a :
Forbidden
You don't have permission to access /forum/ubbthreads.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Also what is really odd is even stock avatars do not appear in posts but do when viewing PM's and user profiles.
I suggested to open another support ticket
