1. just have new users who sign up go to the 'users' group (all posts are moderated)
2. create just ONE new group: 'seasoned users' and put xxx as the number of posts that they automatically get assigned to
then it's automatic.. existing users with xxx will be immediately added to that group.. no changes to them needed..
so it is really VERY simple..
