From what I could quickly tell most of your users have remote avatars. It didn't have a problem with loading my avatar from here.
I just registered on your site and it is telling me that my avatar is at /172.gif. You should have some other folder for the avatars set with proper permissions. I'm pretty sure it is the directory I mentioned above.
The markup panel looked fine to me.
