The problem was fixed by modifying the ULTBB.Setup file with the new absolute paths of the directories I moved over for the import.
Recall that as a result of the PHP error:
Warning: open_basedir restriction in effect. File is in wrong directory....
.... I moved the 4 directories that I needed to import from to a place under my ../threads directory at the suggestion of DaveL.
In doing so I copied all the UBB config files along as well.
If you follow the import directions one might get the impression that the correct settings in the UBBimport.php file will take care of this relocation. Well it seems that the import program also interrogates the ULTBB.Setup file from the UBB non-cgi directory for the path locations in addition to the UBBimport.php program.
Once I changed the locations to match the new locations the import worked fine.
I imported 12000 members and 255,000 messages in about 45 minutes.
