From the "root" user the permissions for /tmp are displayed as "drwxrwxrwt". /tmp is owned by root:root.

If I try doing a "chmod 1777 /tmp" from root, I get ...

I created a new testing directory using root and was able to perform a "chmod 1777 /testing" command.

Any thoughts?
