Paul, I don't have a clue but I did notice that using index.php at the end of your url does nothing. It should have run ubb normally.
It might be time to double check all file folders permissions as if this was a new install, before you upgrade again.
I know you are using windows so you may be limited to relying on your host to do that.
Then follow the upgrade directions again.
