well you would need to limit them by group site permissions.
So if you have by default say users as a group then they would have access so you need to make a few extra steps.
Meaning.
The first consideration is:
Control Panel » Registration Settings
Default Group(s) for New Members:
So you could turn off the shout box by editing:
Control Panel » Group Management for Users
Usually is Users group
Site link.
Can use the shoutbox
Can see the shoutbox

So just create a new group they are added to that does not have shout box access.
Or create a new group without shout access and add them to it either by registration or post count.

You can do either one.
Or just create a group where they don't have access and add them to the group for timeout.
