<meta name="viewport" content="width=100%" />
or all together, left out.
I admin a few fixed-width UBBT sites, so using a viewport "width=960" or even "width=1140" works well on those.
I've pulled up
https://www.ubbcentral.com/forums/ on the iPhone 2G, 3GS, 5s and several Android devices using both Firefox Chrome/ChromeBeta and the stock 4.x browser... and it navigates awful with those default viewport setting. Every page requires the user to zoom out and the header is still all scrunched up.
