In the config folder there are files that contain all of the settings; namely:
header-insert.php
footer-insert.php

For the CP issue, try just setting the admin folder to 755 and all of the files in it to 644 (which should be the generic "just uploaded" permissions); you'll probably need to go through your server error logs (or file a support ticket at the support area on UBBCentral) to figure out what's going wrong.
