And since you are a new admin and don't know of any prior changes to the settings.
You may opt for:
Control Panel » Content Rebuilder
This can take an extremely long time depending on the size of the database.
This is a last resort.

Don't ever muck with the database unless you are very familiar with the table structure.

I understand about mucking with the database. I'll be careful in the future.

I have been givin forum admin permissions, but I don't own the uderlying site or ubb-threads license. I will pass this on to the forum owner.

Permissions: Ho boy. 24 of 27 fail. 3 of 27 are OK. There is the first thing to pass on to the forum owner.

Cache cleared OK. but cache permissions above were one of the failures.

Browser cache and cookies cleared. I am doing tests using (primary) firefox on Fedora Linux and (second) IE on Windows 7. Both browsers cleared and restarted with no change in behavior.

I think that I will save the content rebuilder step until I pass the permissions failure info on to the system owner.
