I'm on Google Fi, on occasion my IP address says I'm in WA when I am in fact in the Portland, OR metro area. You can't always use an IP address to triangulate where a user originates from as some ISP's, even in some locations, just use their allotment of IP Addresses from ICANN and don't specifically use them always for the regions they're listed as (example, I'm commonly told that I'm in a little podunk town out in the sticks, whereas I'm actually pretty close to downtown Portland).
