This text was added from the Default Header/Header Insert (depending on your version, verbage has changed in v7.6), and is not a part of the forum layout (as you can see from it not having any padding); this area can be found at:
CP -> Display -> General -> HTML Includes

You could try inserting the text in a div with some padding:

</div>

Or, if you'd like a different top/bottom padding from the top/left:

...
</div>
