Question on your response.
You said converting from "convert iso-8859-1 to utf8mb4
But I am already at utf8 general_ci with ubb7.7.3
So is this a little easier at this point
Two attempts on my part have failed.

And since this site works . Is it using utfmb4 now?
And what flavor of utf8mb4 is it using.

Using the browser view source here just shows utf8
