This happens when you attempt to submit a form page that has data missing or out of range.
go back to the tabs on that page (control panel > primary settings) and confirm that you have entered the required fields. common items are: cookie lifetime, log lifetime, admin user id
when you click the submit/update button, you will not be able to proceed until the highlighted error is corrected.
