Yes, IIS is installed, MySQL, and PHP.
I am able to run PHP test scripts.
As I mentioned, I can browse to
http://localhost/forums/install/index.php and it loads with graphics and formatting, so I know IIS is running and calling PHP to process the page.
The first thing this script does is check directory permissions which fails as stated above.
