Okay with just the settings in the portal section I see a issue.
Later I will test to see what is reported to break when enabled.
With:
Enable The Portal - Unchecked.
Only Show Left Column On The Portal - Enabled
Only Show Right Column On The Portal - Disabled.
Forum Summary only displays the right column.
With:
Enable The Portal - Checked.
Only Show Left Column On The Portal - Enabled
Only Show Right Column On The Portal - Disabled.
Forum Summary only displays the right column.
Portal displays both columns.
With:
Enable The Portal - Unchecked.
Only Show Left Column On The Portal - Disabled
Only Show Right Column On The Portal - Enabled .
Forum Summary only displays the left column.
With:
Enable The Portal - Checked.

Looks to me that the language file needs to be addressed for the correct side and that it has nothing to do with the portal enabled or not so far.
But should it not impact the portal only? Not the forum summary since we have settings for that already in another cp area.
Control Panel ->Portal & Islands->Column Layout
If I can ever get my test machine up again I will test for the bugs reported.
New drive went RAW just when I finished up all the installs and settings.
