Right now the moderator can in preferences elect to receive PM notifications via email.
But if PM box is full then they can only try to contact them via Publicly displayed Email Address if they provided it.
Which if you allow mods to edit users then they can access that email in the CP
How else can they contact the member?
Or are you asking for special permissions that a mod can supersede the PM inbox limit for that member.
