Well finally figured it out.
Called the host and he stated that it probably is the cache on NGENIX
The new host has a cache system option. in cpanel.
Even though I disabled it before the call it still is cached in the server.
Had to exclude ubbthreads.php and then purge cache in cpanel.
All is well again.
