Open up /cache_builders/custom/portal_box_54.php and see what is on line #22 and see what is causing the parsing error (this file was customized by you at some point to reflect your Privacy Policy). I'd recommend a plain text editor such as Notepad or EditPlus as other editors tend to add additional spacing.
When there is a raw HTML error it will affect anything that loads it, which is preloaded when you enter the admin settings pages as it is a trusted system. Once it's fixed it'll allow you to change settings in the Control Panel again.
