To count the actual post count less unapproved posts
If the user made a post regardless if it is approved or eventually deleted, they made a post that contributes to their post count.
the post counter is reflection of the number of post that user made. it is not a counter for currently active posts on the forum. reasoning behind this is because some forums purge posts in categories after a certain date. i think what you are looking for is an "Active Posts" counter - or even since not all users have access to all forums, a "Post counter in forums that I have access to."
Is there a tool to tally up all posts which users have made? Yes.
Control Panel > Content Rebuilder > Rebuild Post Counts
