The behavior of adding a user to PM/PT from an existing PM/PT was introduced in UBB.threads v8.0.0, if users are remembering it working any other way prior to v8 they are mistaken.

Where moderators are moderators of their respective forums, a global moderator was ultimately designed as an admin without complete control panel access, that's why the ability is up to the global moderator or admins.

I am a Web Development Contractor, I do not work for UBBCentral. I have provided free User to User Support since the beginning of these support forums.
