In the option to edit user in 6.5 there was a additional tab to edit their subscriptions. I know they are now watch lists but it was nice to be able to edit there watched topics, forums,and users without having to login as them. The reason I think this is important is because of the emails being sent out. Users emails can go down or mailbox full causing a bunch of email errors to get sent back to the admin about there box. It was great in the old version of threads to go in and turn them off so they don't get emails for them anymore. It maybe just easier to add an option to turn of all emails in that account all together?
