The first administrator is the very first user that was registered when you installed your board - a type of Primary Admin that can't have his powers taken away like any other admin can.
The code looks for the user in row number 2 to determine the first admin. So, if this user is no longer used, you'll need to edit the information in that row - changing it to your information would be best. You can do this either via a SQL query in your DB Management section of your Admin panel, or you can go in via a database manager like phpMyAdmin and just edit each field. (Note: remember that passwords are encrypted using MD5, so when you edit the password field, you'll need to set that criteria.)
