No - that's not really a feature - however there is the subscriptions cron job which can be setup to mail out a "digest" of all posts in a forum that they subscribe to. Typically people run this nightly, but the job could be set to run every hour or even more often. When it runsit only sends new posts in forums that people subscribe to since the last time it ran. So if you ran the subscriptions cron job often enough, you could accomplish the same thing.
