We've been having some trouble tracking down problems with default character sets, but other than that, it does work.
You'd need to either see if someone has created wordlets for your language, or translate all the wordlets (and a couple of the templates) yourself. Infopop does not provide translations for any of the languages you specified, although if you translated the wordlets, they'd probably be willing to host them in the members area for you. (With credit).
