brandon, technically you're still in the installation stage not post installation. This topi will probably be moved soon to the NT Installation forum.
I know at what time the test cgi file did not work correctly on NT. It has since been updated. If the test file you're using came from an older zip, go to the members area and download the latest zip file and use the test cgi file found in it.
