Scream, could you show an example on how the (Message on top of the Stack) would work?
That would be for keeping one message always at the top for readers to read.

Can a "Sticky Post" be made so no one can respond to it? Kind of like a (on or off) for a responce.

You can close the thread. These are all options when an admin or the forum moderator edit a post. So basically you could make it sticky and then close it. This would make it so no new replies could be made to it, and it would always appear on top.
