admin can't send PM to user which has exceeded PM quota

Admins(and probably also mods) should be able to send PMs to users regardless of their quota.

My understanding is that this is currently working as intended, though I'll ask about changing it.

Yeah, this is very annoying. What's even more annoying is that you only find out that you can't PM someone after you write your message and click the send button....
