1. I've setup UBB on unix boxes a number of times, so I understand how to place my cgi-bin directory above the 'root', however I'm not sure how to do this on a Windows server.
(I read the .PDF on this, but it appeared to only be talking about unix systems.)

Same question with the Members directory.

Also, I see there are two PDFs on permissions for Windows, NT permissions, and IIS/NT permissions. Do I need to follow both of these, or does one superceed the other?

Most Windows hosting providers don't provide anywhere above the web root that you can get to via FTP - you'll have to settle for putting the Members directory and friends inside the cgi-bin.

There are two different documents on permissions because there are two different areas where permissions apply - there's permissions inside IIS, which govern if IIS will allow scripts to run, and there's permissions on the filesystem. Both must be set correctly.

Yes, it's more secure outside that folder because even if there is a vulnerability in the IIS, the chances of hackers being able to exploit it are lower, since they get there through the browser.
