No vars_config.cgi file?? BUT IT'S THERE!!

As you will have gathered, I've completely lost it with the re-installation of my UBB board.

I've followed everything to the word. Deleted everything and started again, TWICE. STILL it is telling me that vars_config.cgi cannot be found in the cgi-bin directory yet, when I log in via FTP, there it is!!

I'm totally lost and confused by all of this.

Please....someone....help me.
