Recently the numbers being assigned new members on your forum jumped from 11911 to 11911223, I think it had something to do with a member who registered with 222 as their login name.

Anyways, how easy it to reset the counter so that it doesn't look 11+ million users are registered on our site. Is it as easy as reseting the value stored in the last_number.cgi file?

It's not quite that easy.

You have to delete each of the stupidly-highly-numbered users, then delete the last_number.cgi file, then run a member rebuild through your control panel.

If you don't delete the stupidly-highly-numbered users, then the board will automatically "correct" the last_number file the next time it can.

(This being said, there's no way that a login name using all numbers would cause the problem you described.)
