controll panel > RSS Feeds > Single Forum RSS > Edit

"RSS Feed Type" offers two options:

New Topics Only
Recient Posts

No matter how this is set, the xml generated points to the latest post, not the latest new topic. I am guessing the idea here is as follows:

New Topics Only - Headlines will include only New Topics
Recient Posts - Headlines will include both New Topics and Recient Posts (replies / comments)

However, if it is set to New Topics Only then the XML output should include a link to that New Topic and not to the last comment (via the Anchor). Especially if cookies can handle pointing to the comment in the case that the person has already read that Topic.

Why? The standard way of doing things with an RSS feed is to have a story and maybe comments. Should someone syndicate their feeds and make them available to other sites, those sites visitors want to see the Story First and NOT the comments to the story.

Make sense?
