Has anyone else done this trick to their custom title on his or her own board? I *think* you have to be at least an admin or mod to do this.

Depends on CP settings.
CP - Profile Settings - Which groups can set their own custom title? [-+]Show Groups

In my testing on 7.1B5 it only appears to work for an Administrator. If user or moderator is allowed to create a custom Title it takes it but displays the whole code <marquee><b>Weeeeeeeeeeeeeeeeeeeeee!</b></marquee> Only an Administrator actually scrolls. .

Not on my board it did not. This board has a ton of "tweaks" though I'm sure and may have some other setting that allows it.
I created a user and gave them Moderator rights and it did not scroll for the new account.

I'll have to try this on my own board. Back in a few.

I got it to work for a moderator. I logged out of my account and into the test moderators' account and changed the custom title to scroll.

Looks like the moderator needs to be assigned a forum for this to work.

Looks like the moderator needs to be assigned a forum for this to work. Okay that may be it, I did not assign the account a forum to moderate.

you can allow html in custom titles, and we have custom titles set here for admin/mod's; so anyone can do it... myself i use the bold tags in my news aggrigator's title.

Didn't see an option to allow HTML in Titles (not that I was wanting to use it, just didn't see where it could be set).

Okay not a problem just didn't see where to set.
For Admin/Mod seems to be confirmed it works. For a normal user though it does not appear to work (at least it did not for me).

I thought Rick had done away with the "HTML in your title" feature for the OEM boards. Guess I'm wrong.

Well, what I had done, is made it strip out any HTML when the title was edited via the profile if the user was a "User" or "Moderator". If the moderator has permission to edit users via the CP, then it doesn't strip out anything when edited that way. I guess you never know what a moderator is gonna do so will need to strip it out from there as well
